Improving is the next step in the continual improvement cycle after reviewing. This is where the audit findings, monitoring results and other forms of review inform the following action whether that is to improve plans, works and or monitoring itself.

For closure planning, following a review, it would be expected that the closure risk assessment be updated. The Knowledge Base for closure planning will also be improved with new knowledge added. Any gaps identified, which are significant to effective planning will then be addressed through a work plan, series of investigations and/or research. Gathering that new knowledge enables updating and improving upon what has been carried out before. New knowledge provides the opportunity for operations to improve the clarity around closure risks and mitigation measures. Within the Mine Rehabilitation leading practice booklet the term adaptive management is used to describe a systematic process for continually improving management policies and practices by learning from the outcomes of operational programs. The ICMM’s Good practice guidance for mining and biodiversity refers to adaptive management as ‘do–monitor–evaluate–revise’. This latter cycle can be compared with that included here for rehabilitation and closure; planning, implementing, reviewing and improving.

Evaluating performance: monitoring and auditing leading practice booklet provides an excellent example of how monitoring is used to improve rehabilitation (Alcoa case study p39-41) with a graph showing the trend of improving biodiversity up to the 100% level. This process was guided directly by research and monitoring to direct improved practices and results.
